When labor unions and employers can't come to an agreement on a deal, then the workers will usually go on strike until they get what they want. One tactic that employers use is stalling when it comes to negotiations. The plan is to make the union wait as long as possible in the hopes that they will cave in and agree to a deal. This doesn't always work and depends on how strong the union is.
